City School District will screen all new enrollees for the possibility of English
Language Learner (ELL) identification. The following are the steps we follow:
Any family who indicates that a home language other than English is spoken on the Home Language Survey is referred to the ELL tutor for that child’s building.
The students are then assessed using the Language Assessment Skills (LAS) test. The LAS test evaluates the four domains: speaking, listening, reading and writing.
A LAS test (speaking and listening only) is given to kindergarten.
If the student scores in a limited English proficient range or lower, the student is eligible for the ELL instructional program.
A parent notification letter and parent permission forms are sent home.
Permission forms must be signed and returned to the ELL tutor in the child’s building in order for services to begin.
